From jump street, Homeland "Security" has been promoted and run by liars, hypocrits and incompentents. Bloomberg's announcement of the new incident command structure for New York uses the ruse of "terrorism" to extend control by people who don't know what they are doing - cops - to the more frequent hazardous waste events.
Under the new policy, police officials will direct the work of other city agencies at the scene of chemical and biological attacks and nearly all disasters that involve hazardous materials.
"I think the police's expertise is in doing an investigation and preserving evidence, and the Fire Department's expertise is in lifesaving and cleanup," the mayor said.
Police have basically no knowledge or experience with toxic chemical exposures or with personal protective equipment for emergency situations.

Facing sharp criticism from New York City firefighters, Mayor Michael R. Bloomberg yesterday firmly defended his administration's decision to give the police the authority to manage the scene of a biological or chemical attack.
